1. Administrative merger context of District 4 from July 1 2025

From July 1, 2025, Ho Chi Minh City will officially no longer have units such as districts, towns or provincial cities. Instead, a two-level urban government apparatus will be applied, including the city level (Ho Chi Minh City People’s Committee) and the grassroots level (ward/commune People’s Committee).

After the arrangement, Ho Chi Minh City has a total of 168 commune-level administrative units, including 113 wards, 54 communes and 1 equivalent administrative unit, Con Dao special zone.
From this point on, familiar names such as District 1, District 4, District 7 or Ho Chi Minh City will be replaced by District 1, District 4, District 7 or Ho Chi Minh City. Thu Duc is still used for communication and regional management, but is no longer an official administrative unit. The conversion helps streamline the administrative system, while creating a foundation for more effective urban planning and management in the future.

- Merger journey: Xom Chieu ward was established on the basis of merging the entire WARD 13, WARD 16, WARD 18 AND A PART OF THE NATURAL AREA WITH THE SAME POPULATION SCALE OF WARD 15 (District 4). After the merger, the ward has a total area of about 1.94 km², with a population of more than 58,000 people, becoming one of the most populous and large-scale wards in the city center.
- Distinctive identity: The name “Xom Chieu” is kept intact as a way to preserve the inherent cultural and historical values of the area. This place has long been associated with familiar landmarks such as Xom Chieu church, Nha Rong port, Xom Chieu market, etc., creating a community with deep traditions, blending with modern urban life.
- Development orientation: Thanks to its strategic location near the Saigon River and major roads such as Xom Chieu, Vinh Hoi or Ton Dan, the new Xom Chieu ward is expected to become a key residential – commercial – cultural center of the area.

Xom Chieu ward is gradually shaping up as a multi-dimensional connection axis for trade, transportation and urban development. With the frontage adjacent to Ben Nghe canal, the ward can strongly develop waterway traffic, serving both tourism and logistics.
