From this location, residents can easily move to District 1, District 7 or Thu Thiem in just a few minutes, while enjoying all the bustling amenities of the core area of Ho Chi Minh City.
Built before 1975, the apartment complex consists of 3 blocks A, B, C with a total of 244 apartments, 4 floors high, used to be a key residential area many decades ago. However, after nearly half a century of exploitation and use, the entire project has fallen into a state of serious degradation. With a prime location in the old urban center and strong reconstruction potential, Vinh Hoi area is a hot spot in the urban restructuring program of Ho Chi Minh City.
2. Why is it necessary to demolish the old Vinh Hoi apartment?

The current state of deterioration at Vinh Hoi apartment building has truly reached an alarming level. Along the corridors, you will easily see large cracks extending on the wall surface, many wall panels are completely peeled off, the exposed concrete is rotten, revealing rusty steel bars. There are areas in the corridors that are so badly damaged that residents are forced to use wooden bars and iron bars as temporary supports to ensure daily safety.
On the ground floor, subsidence is common, directly affecting daily activities and structural safety. Children here still have to play in unsafe conditions, posing many potential risks. The common living space is also being used to the fullest, as many households set up kitchens, dry clothes and cook right in the narrow corridors.
3. When will the Vinh Hoi apartment project be cleared?
In recent years, the city government has been pushing to clear old apartment buildings in general and the Vinh Hoi project in particular. So when will this apartment building be officially cleared?
3.1. Current status of Vinh Hoi apartment building

Currently, the issue of clearing Vinh Hoi apartment building is still a problem that cannot be answered accurately. Although there has been a plan since 2019 and it has been inspected at level D (the highest level of danger since 2017), the progress of the relocation in lots A, B, C is still facing many obstacles.
At the press conference on April 10, 2025, a representative of the Ho Chi Minh City Department of Construction said that during the period of 2019 – 2024, the relocation work encountered many obstacles, especially during the outbreak of the COVID-19 pandemic. In early 2025, the damage became more and more serious, with about 70 incidents of falling concrete, cracked floors,… recorded.
In that situation, Ho Chi Minh City decided to urgently allocate 232 temporary apartments to the People’s Committee of District 4 to serve the urgent relocation of Vinh Hoi residents. The plan for using temporary housing funds was approved in October 2024 and by February 2025, District 4 had completed the voluntary relocation plan with a specific list of arrangements.
Above all, the Ho Chi Minh City People’s Committee also announced a specific roadmap for the renovation plan of old apartment buildings across the area as follows:
- By 2030: Basically complete the procedures to prepare for the reconstruction of all apartment buildings built before 1975 and apartment buildings built during the period 1975 – 1994. At the same time, complete the upgrading of class B and class C apartment buildings built before 1975.
- By 2035: Complete all renovation work of old apartment buildings built before 1975 and completely handle the reconstruction of class D dangerous apartment buildings in the group built during the period 1975 – 1994.
3.2. Why is the relocation progress slow?

To date, about 96 households have agreed to relocate, while more than 130 households have not yet agreed on a plan. Most of the remaining households expressed concern that the resettlement location is too far from the center, directly affecting work, study and daily life that have been in order. In addition, many cases of legal disputes, inheritance and transfer have also made the verification of records difficult.

3.3. Government efforts to remove
Faced with this situation, the District 4 government has stepped up advocacy work, organizing for people to directly visit resettlement areas in Binh Thanh, Go Vap, District 6, District 1,… At the same time, the process of selecting new investors to implement the reconstruction project is also being urgently deployed.
3.4. New policy mechanism supports Vinh Hoi apartment renovation

The highlight of the Vinh Hoi apartment building clearance is that new policies such as the Housing Law 2023 and Decree 98/2024 have created strong motivation for investors to participate in renovating old apartments in Ho Chi Minh City.
